About me
Serkan YILMAZ, a graduate of Konya Technical University's Electrical and Electronics Engineering department, is an engineer and consultant with over 20 years of senior management experience in the defense industry and technology sector. Throughout my career, I have held key roles in numerous organizations in areas such as R&D center management, support and funding programs, project office establishment and operation, and product lifecycle management.
With my experience as a KOSGEB Technology Development Center (TEKMER) manager and in establishing and operating R&D Centers in multiple institutions, I have personally managed fund management, application preparation, and monitoring processes in national and international support programs, primarily TÜBİTAK TEYDEP, KOSGEB, and HORIZON 2020. I also have practical experience in all layers of the R&D ecosystem, including intellectual property rights, patent, and trademark registration processes.
My career is built on approximately 10 years of field experience in the most critical areas of the defense industry. During this time, I served as an integrated logistics systems engineer for rocket and missile systems, a group project manager in factory-level maintenance, repair, testing, and production activities for electronic communication systems and devices, a maintenance and repair engineer for weapon systems and heavy industrial equipment, and directly assumed operational responsibility for the operation of the entire electrical infrastructure of the factory. These experiences have built my foundation in high reliability, strict process discipline, and multi-stakeholder project management, all from a perspective gained directly in the field.
Today, as a founding partner of GrantSary, I provide consulting services to companies in the establishment and accreditation processes of R&D and Design Centers, KOSGEB Technology Center (TEKMER) establishment and accreditation processes, benefiting from national grant and incentive programs, and project portfolio management. Every consultancy I provide is built upon real-world experiences.
